Hunan Clears Long-pending Cases

湖南省集中清理执行积案工作居全国前列

According to the Supreme People’s Court of Hunan Province on August 21, four units including the Committee of Political and Legislative Affairs of CPC Zhangjiajie Municipal Committee and four individuals comprising Li Xiaoqiang, director of the Department of Law Enforcement Supervision of Committee of Political and Legislative Affairs of CPC Chenzhou Municipal Committee were respectively awarded the honorary titles of Advanced Unit and Advanced Individual. Last year, Hunan Province ranked 1st across the country in terms of settlement rate for the clearance of backlogged cases in properties and the experience was introduced to other provinces.

8月21日从省高院获悉，我省张家界市委政法委等4个单位，郴州市委政法委执法监督室主任李小强等4人分别荣获先进集体和先进个人称号。去年，我省清理执行积案有财产案件结案率排名全国第一，经验向全国推介。

In August of 2008, Hunan set up a team taking charge of the clearance work as soon as the Committee of Political and Legislative Affairs of the CPC and the Supreme People’s Court of the PRC deployed activities to clear the long-pending cases. The secretaries of the Committee of Political and Legislative Affairs of cities were demanded to assume the overall responsibility. And the working system of fixed contractors, fixed supervisors, fixed implementation measures, fixed target responsibility, and leading officials for key cases was employed.

2008年8月，中央政法委、最高人民法院部署开展集中清理执行积案活动后，成立了省清积工作领导小组。各市州明确政法委书记负总责，实行定承办人、定督办领导、定执行措施、定目标责任，重点案件领导包案。

In addition to overall checking the numbers of backlogged cases, the courts enhanced their strength in execution and settlement. Taking the opportunity of clearing the backlogged cases, the courts built a long-term mechanism to solve the problem of difficult execution.

在全面清查积案底数的基础上，全省法院加大案件执结力度。以集中清理执行积案为契机，打造破解“执行难”的长效机制。

In 2009, old and new cases of the people’s courts at all levels in Hunan totaled 67,488 with 53,699 of them settled and 9.663 billion yuan fully implemented; the settlement rate reached 79.6%, an increase of 2.4% compared with the same period of the previous year.

去年，全省各级法院旧存和新收执行案件共67488件，结案53699件，执行到位金额96.63亿元，结案率达79.6%，同比提高2.4%。 Joozone's Note Translator: Li Ling
