Mr. Secretary of Commerce,
Friends and Comrades, 1                    
    First of all, on behalf of the Chinese Government, I wish to warmly welcome Your Excellency and your party on your current visit to China. 2 
    The year 1979 is of great significance in the annals of Sino- American relations. Right in this year the long standing abnormal state of relations between our two countries was finally brought to an end and diplomatic relations were formally established. As a result, a new bridge was set up for friendly contacts between our two Governments and peoples.
     Not long ago Vice Premier Deng Xiaoping visited your country and had fruitful talks with President Carter. The two sides signed a series of agreements and protocols and agreed in principle to discuss later the signing of agreements on trade, aviation, and maritime transport, thus giving a strong push to the development of our bilateral relations. There are broad prospects for extensive cooperation and exchange between our two peoples.  3

    Last February, the US Treasury Secretary. Mr. Blumenthal came to China and had wide-ranging discussions with us about economic and trade matters. The current visit of your Excellency is another substantive on following that of Mr. Blumenthal. Our two sides will explore further these issues. We are confident that your visit will surely help further the development of the two countries’ economic and trade relations. 4

    Our country is marching forward for the realization of the four
modernizations. We are firm and unshakable in attaining this goal. The readjustment undertaken at the moment is exactly for the purpose of concentrating our efforts on the most needed projects and quickening the pace for the four modernizations. 
    China’s foreign trade will be undergoing a major expansion along with the development of our national economy. Our trade with the U. S has made some headway since the signing of the Shanghai communique, and the variety of commodities under exchange has been increasing daily.  The rapid growth of China’s foreign trade has brought favourable conditions and very broad prospects for trade between China and the United States.5

    We believe the conditions for Sino-American economic and trade relations have never been better. Let us join our efforts and make due contributions to the development of those relations.From joozone.com.

to the development of economic, trade and friendly relations between China and the Unites States,
to the health of President Carter,
     to the health of Secretary Kreps,

首先，我代表中国政府热烈欢迎部长先生及其一行访华。
一九七九年是中美关系史上具有重大意义的一年。在这一年里，我们两国终于结束了长期以来关系不正常的状态，正式建立了外交关系。这为两国政府和人民间的友好往来架设了一座新的桥梁。
不久前，邓小平副总理访问了贵国，同卡特总统进行了富有成果的会谈。双方签署了一系列协定和协议，并原则上同意商谈签订两国贸易、航空和海运协定，有力地推动了两国关系的发展。在我们面前，展现了两国人民广泛合作和交往的广阔前景。
今年二月，贵国财政部长来华同我们广泛地讨论了有关经济贸易问题。阁下这次来访是继财政部长访华之后的又一次商讨实质性问题的访问。我们可以预期阁下的这次访问必将有助于推动两国经济贸易关系的发展。
我们的国家正在向四个现代化的目标前进，这一点是坚定不移的。当前，我们所进行的经济调整工作，也正是为了集中力量把一些急需的项目搞上去，加速四个现代化的步伐。
随着国民经济的发展，外贸将有一个大发展。中美贸易自上海联合公报签署以来，已有所发展，互相交换的品种日益增多。我国外贸的大发展，也使中美贸易获得了有利条件，前景十分广阔。
我们相信，中美两国之间的经济贸易往来现在的条件比过去任何时候都好。让我们共同努力，为发展两国的经济贸易关系作出贡献。
现在让我们举杯：
为中美两国经济贸易和友好关系的发展，
为卡特总统的健康，
为部长先生的健康，
为在座的朋友们和同志们的健康，
为您这次访问的成功，
